Executive Summary

BJY is one of the nation’s oldest and most respected municipal engineering consulting firms. The firm originated in 1947 in Houston, Texas and has a continual focus of providing high quality municipal plan review, inspection and engineering services to Federal, State, and local governments.

BJY provides Chief Building Official, Plan Review and Construction Inspection services for all types of power plants, substations and transmission lines.

BJY will adapt our staff and approach for optimum service. We will supply all materials and labor required in a manner as further directed by the client or his/her designee.

 

Experience

BJY’s experience and reputation for responsive and professional workmanship, judgment, and integrity are foremost in the Building Safety Industry. Our staff members who would serve the client have worked on a broad range of projects in Washington, California, Arizona, Oregon, Virginia, Alabama, Oklahoma, Utah, Nebraska and New York. Their experience includes all types of power plants, substations, gas and transmission lines.

In California, BJY’s qualifications are approved by the California Energy Commission’s Engineering Division (CEC). BJY has been so approved to provide chief building official (CBO), plan review, inspection, and fire protection plan review and inspection, in addition to other engineering services for the many new power plants, transmission lines, substations, switchyards and high pressure gas piping systems presently under construction and to be constructed.


Recent Power Projects
Hanford Energy Park, Hanford, California.

  • Hanford Energy Park, 95 mW, Hanford, California – CBO, Plan Review and Inspection services. This project also includes the linears of 3.7 miles of 16-inch high-pressure gas line and 1.7 miles of overhead transmission lines.
  • Morro Bay Power Plant, 1200 mW, Morro Bay, California – Support Engineering and Board of Appeals Creation. The modernization project is located at the existing 1200 mW Morro Bay Power Plant site owned and operated by Duke Energy, and will replace the old plant.
  • La Paloma Cogeneration Project, 1100 mW, Kern County, California – Inspection and Engineering services for 14 miles of transmission lines, the substation and switching station. The combined cycle power block consists of four combustion turbine generators, four heat recovery steam generators and exhaust stacks, and two to four steam turbines.


  • Power Partners Cogeneration Plant, 845 mW, Gila Bend, Arizona – BJY provided A/E Plan Review, Building Safety Evaluation and Construction Inspection. The project consists of three "new technology" Combustion Gas Turbines, GE Frame 7(FA) or equivalent, which will generate 170 mW each. The 500 kV transmission line will utilize existing transmission routes and utility corridors through the entire route. The facility construction will include the new Watermelon 500-kV switchyard in eastern Gila Bend, built in conjunction with SRP and APS.
  • Panda Gila River Power Project, 2300 mW, Gila Bend, Arizona – A/E Plan Review, Building Safety Evaluation and Construction Inspection.
  • GWF / Henrietta Peaker Project, 91 mW, Kings County, California – CBO, Plan Review and Inspection services. This project is to the south of and contiguous with Pacific Gas and Electric 777Company's Henrietta Substation, in unincorporated Kings County, California. It includes the power plant, an onsite 70 kV switchyard, and approximately 550 feet of new 70 kV transmission line.
  • GWF /Tracy Peaker Project, 169 mW, San Joaquin County, California – CBO, Plan Review and Inspection services. The project consists of the power plant, an onsite 230 kV switchyard, natural gas supply interconnection, five-mile 230 kV electric transmission line, 1,470-foot water supply pipeline, and improvements to an existing dirt access road approximately one mile in length.

Scope of Services

The staff at BJY is totally committed to providing the highest quality customer service to our clients. All have extensive in-depth working knowledge of the codes and are very capable of assisting the client with a variety of services. Our power plant expertise includes local and national building codes, facility design, Geology and Transmission System Engineering Conditions of Certification, and other engineering LORS applicable to the project to ensure health and safety. BJY also performs design reviews, plan checks, and construction inspections of foundations, anchorage, and connections for building and non-building structures, process-related systems and equipment required for power generation, and equipment located either inside or outside buildings, as designated.

Plan Review Services

As stated earlier, BJY is well experienced with plan review for power projects. BJY’s approach and scope of services is as follows:

  • BJY provides a pickup and delivery service to secure plans for the Building Division within 24 hours of notification.
  • All plans are reviewed for structural design and compliance with applicable Building, Electrical, Plumbing and Mechanical Codes, the NESC and all applicable State, Federal and local laws.
  • BJY has plan review comments available to the Engineer of Record/client within seven (7) to ten (10) working days from the date the plans are received. Although we do not anticipate a longer review time, should a set of plans require this additional coverage, the Chief Building Official (CBO) or client representative will be notified immediately.
  • Copies of all plan check comments, as well as all other forms of correspondence, are sent directly to the Architect or Engineer of Record with a copy to the client’s CBO.
  • BJY performs all subsequent (back checks) reviews within seven (7) working days from the date the plans are received. If it is found that a longer time is necessary, the CBO is notified.

BJY is fully capable of putting plan review staff on-site, provided offices are separate from the design/development staff.

  • Following resolution of the initial list of comments, all revisions, changes and clarifications are submitted only by the Architect/Engineer of Record directly to the plan reviewer. All corrections or deferred submittals will initially be reviewed by the Architect/Engineer of Record who then states, in writing, per CBC Section 106.3.4.2, that the plans have been reviewed.
  • All items on the reviewer’s correction list that are not resolved by the reviewer and the Architect/Engineer of Record are referred to the CBO for a final resolution.
  • Upon completion of the plan review, the reviewer signs each sheet of the plans, and the top sheet of structural calculations. The reviewer then returns two (2) complete sets of approved plans and related documents to the Building Division and shall retain two (2) complete, approved sets for future reference.
  • Once the permit has been issued and the project is underway, the plan reviewer continues to provide services as noted above. Any changes in plans, shop drawings, new details, etc. are reviewed within the time frame requested by the CBO.

Building Inspection Services

Field inspections and investigations play a key role in any building project. BJY recognizes its responsibility to place well-qualified, public relations-oriented inspectors in the field. Our personnel are closely monitored and supported by professional engineers who have had long term, successful careers providing supervision to field inspectors.

BJY provides qualified combination inspectors on-site who inspect the work in accordance with the directives, codes, ordinances, and amendments that the client has adopted. These include, but are not limited to, the Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, the National Electrical Code, Arizona State Energy Code, National Electrical Safety Code, other client-adopted LORS as required, and the client’s design criteria as adopted for all projects.

As part of the inspection process, BJY will:

  • Inspect all foundations, piles, and steel pole structures, including crossarms, equipment, towers and buildings that form a part of the project, for compliance with all applicable codes. The inspector(s) submit reports to the CBO regarding progress and problems at the site. Weekly progress reports, and all “correction notices” are submitted within 24 hours. The inspector(s) notify the CBO immediately of potential problems or economic or political issues that could affect the work.
  • Inspect all underground and overhead electrical systems, including transmission lines, insulator strings, conductor/shield wire/communications circuits and ground systems.
  • Inspect of all piping and plumbing systems, including the underground natural gas lines, for compliance with the Plumbing Code, the Mechanical Code, ASME, ANSI B.31.1 power piping and all applicable laws.
  • Inspect for all accessibility and energy conservation requirements.
  • Inspect site grading, excavation, backfill, drainage and storm water collection and retention, including all underground utilities.
  • Observe the progress and quality of work, as is reasonably necessary, to determine that it is proceeding in accordance with codes and standards as adopted by the client.
  • Observe tests as required by any Contract Documents, record and document the test procedures and, where applicable, record the results.
  • Maintain records of inspections and other support documentation required to perform the task. The contract will determine the type of data to be kept and stored.
  • Record the inspector’s time and activities related to each individual project in a logbook. The logbook will be furnished to the client designee at the completion of the project.
  • Document any activity that could result in a claim for a change in the agreed-upon contract sum or contract time.
  • Notify and/or stop work on any project if the Architect or Engineer of Record has not approved any portion of work requiring shop drawings, product data, or samples as mandated by the Contract.
  • Maintain all documentation, certifications, special inspections, and forms that may be required to perform the duties as per the client’s ordinances and codes.
  • Provide status reports on a regular basis, of costs for each project. At the completion of each project, the total costs are forwarded to the client’s designee.
  • Upon final inspection and approval of the project, BJY provides all documentation and support material for the record keeping purposes and for the issuance of the Certificate of Occupancy.

Limitation of Inspection Authority

BJY has qualified, experienced staff of field inspectors who are well-disciplined and well-trained in providing inspection services. As a result, we fully recognize that certain limitations of authority are expedient to the work, and BJY will not:

  • Approve substitute materials or equipment without direction for the client.
  • Personally conduct or participate in testing for third party inspections.
  • Authorize deviations from the Contract Documents.
  • Advise on, or issue directions concerning aspects of construction means, methods, techniques, sequences or procedures, or safety precautions and programs associated with the work.
  • Assume any of the responsibilities of the Contractor’s superintendent or any of the Subcontractors.
  • Expedite the work for the Contractor.
  • Prepare or certify to the preparation of Record Drawings.
  • Issue a Certificate for Payment or Certificate of Substantial Completion.
  • Authorize or suggest that the User occupy the Project in whole or in part.
  • Reject work or require special inspection or testing, unless directed by the person having authority.
  • Issue any form of Stop Work order for any portion of the Contract, unless directed by the person having authority.

Administrative Support

BJY provides all clerical and administrative support services as required to complete the successful plan check and inspection services for the project.


Project Equipment and Resources

Customer service is one of BJY’s primary objectives and refining internal operations improves customer service. BJY has an ongoing plan to keep current its present video conferencing, white board, large document scanning, virtual private network, Internet, Intranet and LAN systems to ensure the ability to utilize the latest secure, broadband technology available. The staff’s efficiency levels have been enhanced and redundancy or duplication of effort has been nearly eliminated. The software BJY utilizes affords our plan reviewers, field inspectors, and administrative staff optimal utilization of their skills, which results in higher quality customer service. Tracking for all projects is accomplished using industry standard software programs to provide customers with the most up-to-date information concerning their status; i.e., comment letters, correspondence, invoices, due-dates, etc. If requested, BJY will develop a computer database management system capable of recording all permitting and construction progress.

BJY has a complete electronic library of the 1997 and 2000 Building Codes, which can easily be accessed by field inspectors, clients and reviewers. We have access to ICBO Evaluation Reports from the Internet and our electronic library, which are available to expedite plan reviews and inspections, and also furnish technical documentation to clients. All of our offices are linked together with a wide area network (WAN) which facilitates data transfer. Computer scanners in our offices also provide the most advanced technology to expedite the processing of non-computer-generated data for intra-office use, and between our offices and the client. In addition, should there be a need for one-on-one conferences that cannot be conducted at the site or convenient location for the inspector and developer, BJY has video conferencing capabilities that allow meetings to be held anywhere in the country. This tool is ideal for designers, reviewers and participants who may not be located in the state, the immediate area or near the particular project and wish to have a more integrated meeting with the inspector or plan reviewer. Through video conferencing, issues and interpretations can be addressed and effectively resolved.
